Mikro and i have speculated about this as well and concluded WME wanted to make sure they had their license renewed before they wanted to start drilling the really promising areas.
It always is a problem with the local government,as they want a certain part of any project.WME has to give another 5 % to a namibian company for the license renewal,as we heard WME wants to be paid for that,while the namibians wanted this for free.

Just for those of you that are interested in other explorers working in Namibia,Mr.Woolford said that this problem will concern all the other foreign companies as well.
