I reckon they wish they were already producing concentrate. However, looking at the Mar'20 quarterly (pg.12) it mentions construction of the concentrator & filtration plant is expected to take 11 months from approval & approval is targeted for end of CY2020.....perhaps they'll be ready to start producing concentrate sometime in Dec'21....but then again, things usually take longer than expected anyway (and will probably take a bit longer again with the virus circulating) so perhaps sometime during CY2022 (as a start date for concentrate production) would be my guess.
