That doesn't look like any bee that I am familiar with. Seriously though I would have thought that flying needs a fair bit of co-ordination and that might be a bit tricky if they were drunk. Similarly with whatever bees use as a guidance system to find their way home. Maybe bees don't actually drink the nectar so they are not drunk, they are just carrying fermented nectar and the guard bees can smell it so they are rejected so they don't contaminate the rest of the honey.
