I think you are referring to an article that was in the Mackay Mercury.
It was not all negative toward development, Mackay depends heavily on the mining industry and is definitely not a 'green' town.

And, just for the record, I grew up in Mackay and it was definitely in NORTH Qld then. So unless there has been some serious continental drift, its not in Central Qld; that would be Rockhampton.
