It's from Brookings Institution, the institution is a think tank on social science and foreign policy etc
The author state that first lot of 150,000 immigrants that were allowed to emigrate in the 1970’s was mainly Jews that were considered as trouble makers.
There is a mention how these immigrants were disappointed with Israel and moved on to other parts of the world.
