This information, together with that of your previous post, certainly points toward WPL progressing with the plan toward development as per their part in the JV- irrespective of the fact that the COP-to-WPL sale is in arbitration... keep the JV moving forward, keep the Senegalese government happy.
It also could also have a bit of a more nefarious component (in keeping with a recent post by Mr. H., with whom I agree on this point, and have been thinking along these lines for a while as WPL progressively been asserting itself in SNE). It could be aimed toward rendering the scrambled egg more difficult to unscramble... an attempt to stack the deck in favor of a cash award, rather than, a PE reset, should the ICC find in FAR's favor. Just a thought.
