The arbitrators may never have to deliver a verdict, just indicate at the preliminaries which way it’s likely to go by declaring Far have a strong case. If the arbitrators are then instructed to continue after the preliminaries it’s going to be very costly on WPL and COP so a resolution will be sort out of court.
If it is declared FAR have a weak case arbitration will be abandoned, too costly to continue towards a possible negative result.
