I have to admit that I am not as bullish as you on WPL's share price.
A countervailing argument is the Shell holding and the fact that they have said they will not sell for anything less than $35/share. This statement by Shell is seen as a bit of a dampener to the shareprice. As soon as the price has a clear breakout, Shell is likely to drop another bundle on the market and so dampen the price back again.
Like you, I would love to see WPL at $50/share. With the overhang of Shell like an albatross around WPL's neck, I just can't see it.
