An outright acquisition is out of the question.
We need someone like Elliott Management to come in and force a massive shift in capital allocation program - towards share buybacks.
This stock declines irrespective of the news flow. Oil price up? WDS down. Project completed? WDS barely up, then down. Gas price up? WDS down. New gvmt? WDS down. Gvmt updating market? WDS down. Debt financing? WDS down. Project level sell down? WDS down. Analyst upgrade? WDS up, then down. Analyst downgrade? WDS down.
Seriously, it's like risk-free short selling...except we all know that that is NOT how markets work.
