Instead refused to recruit and train full time and frontline staff to handle these often-sensitive matters and then deployed external personnel from management placement consultants with no prior training, at exorbitant rates, and with no real interest in the outcomes for those in real need. Did the same to fill key civilian positions in the Defence Dept, media reports of lack of security, lost laptops with confidential security content.
