The delays were politically expedient. I think the most important thing is that there has just been an election with a large majority, so there will be no issue with upsetting a proportion of voters by approving the NWS. By the time the next election rolls around there will be people benefitting from the project (who will no doubt vote to support its continuation!), and new issues will have arisen to distract those who might have been upset by the approval 3 years prior.
