If everything is solid, then the share price will move eventually. If oil prices stablise and continue to improve that has a direct positive impact to Woodside's cashflow and that's the most important thing which can't be ignored forever. Cashflow is king - that's dividend support, that's supporting debt profile, that's funding expansion. All businesses are ultimately valued on this.
Growth and expansion projects are another matter which weighs on the price too but there seems to be unhealthy obsession with NWS project and politics from some peeople who seem to overestimate the importance and fail to look at the bigger picture here. Fwiw I think the NWS extension will be approved regardless. Maybe some punters don't think the pivot to gas is a smart one but I think it's a good direction long term but it takes some time to pay off. Market can be short sighted sometimes but we'll have to see how things go.
