Same as when Sadam Hussein was trying to get nukes back in the eighties...sanctions not working, "we are only going to use our nuclear reactor for peaceful purposes etc , U.N. being useless as usual. Israel said enough of this sent some fighter bombers in and blew the Osirak nuclear reactor construction site to bits.
