The threat is as good as actual action as boats uninsured will not enter and even in military convoy they are big targets and so are the navy boats of any nation that goes through. If Iran goes that way the implications will be massive . America needs cheap oil for Trumps plan and 20% of world oil comes from there so Iran will not make that decision lightly but if backed into a corner - well - that is the risk.
