Maybe it is ... maybe because PCL did the deal with WDS here in Australia ..... it has not been ratified by the Namibian Government .... therefore they are trying to get ratification of their rights to the data and are running into issues with the Namibian Government Department .... I think that they have found that it has not been as easy as they first thought ... it might also explain the speed that the 3D seismic was able to be initiated as PCL and WDS both thought that it would be an easy sign off with the department and so have jumped the gun and now are having to go back to the start and get the correct protocols in place.
Now please understand ..... I don't have any information to support this theory .... nor any insider information ...... seriously it could be way off the mark .... but I for the life of me cannot come up with any other logical explanation for what is happening .... !!!!!!
