Yes that statement is made by FAR, but your track here is a little misleading. That is not what the dispute is based on. The dispute is based on the fact that (according to FAR) COP did not give the right info to allow them to make a decision on PE and they lodged a dispute with COP within the 30 day time frame. The statement you are referring to backs up their claim that the transfer has not been approved by Senegal Govt. FAR are claiming IMO that it can't be approved while a dispute is in place.
