erm... when did they say they're not interested in pre-emption?! Please provide evidence as I've heard & read quite the opposite.
Also, FAR was never going to make an offer for the sale of COP's slice... it'd be bad business... like going to an auction and setting the price for yourself. They wanted to see what was being offered (in WPL's case, pittance) and then pre-empt. That's not very hard to comprehend is it?
