WPL agreeing to compensate FAR would be perceived as an admission that the COP/WPL deal was unjust. COP has probably told WPL to do nothing until the final PE announcement is known.
Get the district impression that WPL are backed into a corner unable to commit to an unconditional FID until PE is resolved and until Senegal has approved the development plan.
