    Bang on! This was exactly what I was wondering when I asked the consequences of seeking declaratory relief.

    FAR (may) have bit the hand that could have provided very reasonable and favourable terms. Essentially, CN and Co. spat in the face of WPL, then expected them to loan them money.

    I would be willing to bet that WPL undercut the competition when it came to finance for the Senegalese and that the interest would be very competitive. I would even go so far as to say that if this story is true (and history has proven a 50% strike rate on this mob) that WPL even did it just to prove a point. Meanwhile we will wallow in 10% debt. If WPL provided 100 million dollars for anything less than 10% and the board of FAR should be fired.
