The Nico Lopez refinery in Havana is designed to process Cuban crude, but it does need to be blended. it's a 38% cut.
Hence much of the heavier crude is used in power generation. This is probably why the lower sheet is highly prized as it would be transformational to Cuba's needs.
My old man was an industrial chemist for Exxon, he knows all about crude types, cuts and impurities.
