I believe Stealth101 is absolutely correct. The government has taken the first step by eliminating any traceable bias in the upcoming decision and aims to avoid repeating past mistakes removing and posable appeal process.
Perhaps Kolubara can enlighten us on the potential avenues that the JV could explore, as their only basis for appeal previously was bias, which is no longer an option. While it would be wonderful for this to proceed smoothly, realistically, it seems like a lost cause.
