Good point. NOPTA says no - then MK and Minister Courtney would probably emailed each other and said NO.
OK MK has been overseas, however they dont travel like the avearge punter and probably better that first class on emirates.
THe RAAF 737 has capacity for 30 passengers ! You and I travel travel with up to a couple of hundred other sardines.
What I am getting at is that MK would have been in contact with her staffers and the work flow would not have been interrupted. She would most likely been dealing with this matter and all the other stuff.
If NOPTA had said no, she would have been aware and I would assume acted quickly. Although she could overde the decision.
