Federal law always overrule State. Regardless what Houssos says, King is law (no pun intended).
But they are both pro gas!! After the ppl objecting to the wind farm, and Breeze agreed to it just so the ball can get rolling, I can't see government going against the agreement with Breeze even if the wind farm is gone.
I bet if the sea dump bill goes ahead, it hopefully passes lower house and get approved, then PEP11 will too by NOPTA
