I feel like if pep11 was a 50% chance at happening you would likely see a LOT more money pouring in for that RVR scenario.
if it can 10x -20x from here at 50% chance or
dip 70%
it would be a no brainer.
I get the feeling the push back for pep11 has been pretty firm so far so the likelihood is far less than 5050
