A little something called the Offshore Constitutional Settlement and the fact that Australia is a federation of states. It is an example of a framework which involves the States stepping back and allowing the Commonwealth to take the lead on a matter of national importance and as part of this agreement the various States negotiated some form of ongoing continued input.
