There is every possibility that she was working on PEP-11 prior to X-Mas.

Might have it on her desk with a big green tick, ready for one of the staff to send it back.

She may have meet with others to ensure consistant messaging.

Given the litigation history, doubt if Albo has any say.

MK has stated that is her decsion and her decision alone.

If rejected, DB has indicated possible further litigation. No where to hide in court when they are served discovery notice.

The decision process will be fully scrutinised.

That is why I am confident PEP-11 will be approved.
