It is ill-conceived, for sure, which leads me to believe they fully expect this Bill to utterly fail, just like how I believed Scott Morrison fully expected his secret ministry decision to block PEP11 to fail in the courts. It's been explained here before that this is just political posturing, an act of virtue signaling with no substance, and I totally agree. A Bill that is designed to benefit no one but politicians will always fail or be overturned in due time.

Anyone who understands human history, and humanity in general will understand that there has never been, and never will be, a valuable resource in the ground (or otherwise) that will not be extracted. There's a capitalist in all of us and where there is demand, there is a way. All they can do is delay the Gas extraction for PEP11, but it will be extracted, one way or another.
