Agree, this statement doesn't suggest a delegation of duties, even if it did it's not uncommon in business or politics to delegate tasks for any number of reasons, otherwise there is no use having a whole department at your disposal. To delegate or not to delegate is neither positive nor negative especially if she remains the final decision maker. No evidence to suggest she isn't.
