The 4m on sell at 2.9c with bit of reluctant from buyers to go up, forces little sellers under it, into 2.8c.
It for a, reason. If 2.8c is, cleared, another larger order will go into 2.8c, forcing the little guy into 2.7.
Over on options, 1.5m at 1c, so if little guys wants to sell a few, have to go 0.9c.
When there finished, they will pull sell orders and put a few just under the action on the buy side.
