Our prime minister here was clearly appealing to the uneducated when he made that promise, because anyone with the intelligence to ask him "well, how do you propose to rule out PEP11, sir?" is also intelligent enough to understand why Gas is a necessary component of our lives, and so the question was never asked. We live in a great nation, but it really is quite embarrassing how our education system has let us down in this regard.

Almost nobody in Australia understands how Laws are made and what the powers of a Prime Minister allows him/her to do, and what they can't do. No one single person, no matter how powerful, can simply change the Law or wield their power like that without counter-balances in place to keep them honest. The promise to "ban" PEP11 was never a real promise, but it was more than enough to garner votes.
