I think he knows they have to Apporove then will try and save face at NOPSEMA but it's out of the Government's hand then.
I think he is trying to say there is nothing we can do and we have to Approve Exploration Drill.
Then once we get to Nopsema we tried everything again but it had been deemed safe to drill.
All about trying everything they can do to stop it but it's out of our hands
