    This sounds like approval forthcoming to me. There is no way he'd be making statements like that if he wasn't going to allow it to be approved, otherwise it falls within the category of apprehended bias, as any reasonable layman with the right knowledge on the matter will deem it clear bias.

    "...we are considering it carefully in a way that cannot be overturned.”

    You cannot make a statement like that and then reject the permit, it will easily be interpreted as bias. But his next few statements about a renewable future seals the deal for me:

    “We are looking to make Australia a clean energy super-power but you can’t just turn off the lights,”
    “You have to plan to ensure a smooth transition to a clean energy future.”

    These two statements confirms he believes we are still "transitioning" away from Gas, instead of already being there and not needing Gas anymore. Therefore, Gas is still needed and all Gas related projects will be looked at favourably by the Federal Government. I'd love for anyone here to counter my points just now without showing any apprehended bias.
