My opinion for what its worth:

You can NOT legislate your way out of determining an 'application' that was submitted in compliance with ALL relevant laws/codes etc at the time of submission (I assume Advents PEP11 does COMPLY). We are NOT living in a crackpot dictatorship or in the Wild Wild West. IF we are a Nation of Laws and Due Process - then the PEP11 Application MUST be determined (Approved or Declined) and let the chips fall where they will.

Sitting on a decision and looking for a 'Hail Mary' is NOT .......................................
