PEP11 has been approved before, how you do abuse a legal loophole and not have that fall under the category of "pre-empting" environmental legislation? Also, if us "nobodies" here can figure out they're up to no good, how many Judges are going to fall for this charade unless they're corrupt themselves? This will very much likely go to Court again if any shenanigans are attempted.
