It actually sounds pretty right to me. At the end of the day, Houssos isn't going to be in any rush to get her decision back to NOPTA. What incentive is there? Her party, the NSW ALP, has put together and tabled legislation with a single purpose of trying (it won't work) to stop PEP11, why would she do anything other than be difficult? We saw this in 2020/2021 with John Barilaro (in the same role as Houssos) where he deliberately held back making his decision until after the permit had expired thinking he was killing the title. That's why DB lodged the COVID application, to thwart Barilaro.
