yes did mention that it was first reading ...the thing to do would compare this failed attempt to the reading of the 2nd , 3rd attempt ..and see what changes they have made ...
whats clear in Ziggy's and boy Amon's first( not really first as they have done this every year if you look back) is that the committee commited it to deep 6 as of the constitutional detriment ..and further commented patch up ..wouldn't define it correctly
