IMO
Mums and Dads get Development Approvals to build 'something on their land' all the time... The Govt (ie mainly Council) doesnt ask them:
1. Wheres the money to build this skyscraper??
2. Do you have experience in building a skyscraper??
3. Show me proof you have built a skyscraper before!
Now this is not trying to equate Oil and Gas exploration to Building a skyscraper... BUT the Approval process in either case should be the same - Does the Application meet all the required LAWS at the time of submission. If yes - Approve .... If No - Reject.
