There must be a matter (or cumulation of matters) which could cause the decision maker to make a decision based on aspects outside of its merits, and there must be a logical connection between that matter and the 'deviation' the centre of the claim.

My interpretation would be that if the decision was based on the merits - it should have been an Approval.

BUT as decision maker (scummbo) made a decision based on aspects outside of its merits (his bias) - he was able to Reject.
