Second, strict deadlines need to be applied for decision makers, again, to prevent any shenanigans from occurring. Why are these rules not in existence already? It's lead to so much headaches for everyone. Transparency and communication is the key to a properly functional government, and one with a good relationship with the citizens it governs.
