No I think you are 100% correct, or at least that's what I thought was the case. I asked her why she hasn't in one of my many emails to her. The only thing I can guess is that she does not want to potentially rub the party the wrong way but that's a stretch at best.
Not sure why she wouldn't say get a move on to NSW unless the 30 day thing is a fallacy but I'm sure I read that somewhere.
