There's nothing in the Law or process that states decisions can't be made efficiently, so I think the processes we have are fine. What we need are politicians that actually serve the needs of the country over their own interest of staying in power. However, barring that, yes, we'll have to introduce ironclad rules to prevent ulterior motives from corrupting the process, but that will never happen because no politician would ever bring that Bill to bear.

The only way any country is getting a truly efficient and "fair" Government is to allow an AI algorithm to takeover. But that's well into the distant future, so for now, we'll just have to settle for crossing our fingers that our interests align with whatever Government is in charge.
