Im not sure that we will get to High Court. If their game is to delay delay and delay..... and then APPROVE after say 500 days of delay...... there is NO Court Action. (IMO)....
I - personally - dont think they will keep delaying... especially because they agreed to a Consent Order..... they have a 'duty' to make a decision in accordance with the law and in a timely manner for the benefit of EVERYONE involved! - whether it be APPROVE or REJECT!!
