I would suggest that she knows that she doesn't have the numbers to get it through and its just a bit of grandstanding. The desperation in her plea said it all. The Government in my opinion would never let this go through because it impacts their ability to approve not only PEP11 but also future permit requests. I just don't think there's enough upside for the Government if they voted to pass her bill.
