That is the obvious interpretation, you wouldn't need another minister to make the decision if you were intending on approving the PEP-11 NOPTA application in my opinion. In my opinion, Ed Husic MP will be able to reject the application and the proponents of PEP-11 will have a harder time trying to accuse the decision maker of apprehended bias.
