NOPTA is THE legislated Body to receive and provide recommendations/reports for an Application such as PEP11. The Ministers or the APPRORIATELY AUTHORISED 'MONKEY' can make the JA decision as long as it is within the LAW to 'delegate'.
AND the MONKEY MUST make a decision in accordance with the LAW. (for PEP11...... for others MONKEY can fling dung as they do NOT have a Court Order)
