you are splitting hairs. The OPGGS ACT is NOPTA legislation. It contains what NOPTA (and NOPSEMA) are formed to do.
in this ACT - there are provisions for what the MINISTERS can do - including use of NATIONAL INTEREST. This is - in my opinion - NOT VETO POWERS! The Minister still has to prove the National Interest - NOT self interest!!
NOPTA/THE OPGGS ACT - can not be ignored and NOPTA RECOMMENDATIONS CAN NOT BE VETOED - without reason as (most likely) it will be adjudicated by the Courts!
