IMO
I would put it simply as - they have stated they will not provide commentary on PEP11. So until it is finally been decided by the JA - they will not say a word about it. I will always suspect the FEDs are searching for a Hail Mary - right up to the last minute of announcement of an APPROVAL!!
and if they were to shine a light to PEP11 now and allow people/journos to know the potential - then they risk the question - WHY in hell have u not approved PEP11 already??????
