    Yes it will cost them.... but it is NOT right to 'delay'.

    People have lives and even the Zalis of this world need to have a final decision made.

    And IMO the longer they wait/delay - the more the decision will be an Approval. (although I believe it has gone on LOOONG enough and the decision of Approval should have been made months ago!!!)
