Just seems that this is being done to demonstrate raising capacity.
They have 6M in the bank. BPH dont need the money ATM.
Also suspect it will drown out the voices of the nay-sayers.
Although, with the revelation by Zoe Daniels and her supporting subsidies to the fossil fuel industry, I cant imagine the TEALS daring to criticise this project.
