    The logical conclusion is:

    THEY still have to make a decision. today - tomorrow - next week - next decade.

    It is up to PEP11 to DO something about the 'delay'..... even if the Govt (ie both Lib and Labor over the past YEARS) has form in delaying for hundreds of days in making a decision.
